HELE PERSPECTIVES FOR SELECTED ASIAN COUNTRIES, CCC/287

ABSTRACT

This study examines the role of HELE (high efficiency, low emissions) coal-fired power plant in reducing emissions of CO2 by setting out an overview of the prospects for HELE technologies in the coal-using countries of: Bangladesh, Indonesia, Malaysia, Philippines, Thailand and Viet Nam. Key messages are presented for each country.

HELE prospects vary as a consequence of future demand and local energy policy, and in some cases geographical limitations to the electricity grid. For example, Bangladesh and Malaysia are focussed on ultrasupercritical technologies, while Indonesia and Thailand are specifying more sub- and supercritical technology for recent and planned plants; in the case of Indonesia this may be a consequence of the country’s complicated geography and consequent electricity grid limitations. Where countries have opted not to use the best available HELE technology for new and planned capacity significant tranches of the less efficient technologies will be installed to meet power demand and thus ‘locked in’ to the coal fleet for decades. Given the importance of using HELE technologies to minimise emissions from continuing coal use, their uptake is to be encouraged and assisted wherever possible.
