In a carbon constrained world, continued coal use is viable if the most efficient and appropriate technologies to reduce greenhouse gas emissions are deployed. Together with commitments to limit greenhouse gas emissions, the 1997 Kyoto Protocol incorporates mechanisms for international co-operation to encourage the use of such technologies. These mechanisms will enable countries to obtain credits towards meeting their commitments under the Protocol by undertaking or assisting projects to reduce greenhouse gas emissions in other countries.
This report investigates the potential for technology transfer for coal use in power generation, industry and in the residential sector by means of case studies. It focuses on countries where coal accounts for, or could in future account for, a significant proportion of power generation. The report draws conclusions on the potential for clean coal technologies for greenhouse gas emissions reduction, the barriers to successful technology transfer and how these barriers may be overcome.
